VentureBeat: GreenBeat spotlight: Picarro’s “sci-fi” box may prevent cap-and-trade fraud after Copenhagen

I am no scientist or engineer so bear with me.

Since the atmosphere does not have any borders, how does this box manage to figure out what percentage of the CO2 level in this location originated here or in the neighbor country (or China for that matter)?

Another problem I see in measuring CO2-level in a particular area is how do know a change is from nature itself or from industry. For example, here in L.A. we had a pretty bad and long wildfire not long ago. I would believe the emissions were pretty significant, would the local industry pay the cost for that or would we find some theory for calculating the effect of the fire?
