It looks like Randi Zuckerberg actually broke Facebook's TOS on April 20th, 2009. I found the background on this facinating (from the Telegraph blog):&lt;/p&gt;&lt;p&gt;1.) Julia meets with Randi Zuckerberg as evidenced by the following twitter:&lt;/p&gt;&lt;p&gt;"Scheming in the facebook cafe with @juliaallison @davemorin @meghanasha about NonSociety on Facebook&lt;br&gt;3:58 PM Apr 20th from TwitterBerry"&lt;br&gt;&lt;a href="http://twitter.com/randizuckerberg/status/15698" rel="nofollow noopener" target="_blank" title="twitter.com/randizuckerberg/status/15698"&gt;twitter.com/randizuckerberg...&lt;/a&gt;...&lt;/p&gt;&lt;p&gt;2.) Shortly thereafter, Julia/Facebook converts about "about 2,500" friend requests to her Facebook Profile into fan requests for her Facebook Page.&lt;/p&gt;&lt;p&gt;3.) According to Facebook's main Terms of Service:&lt;/p&gt;&lt;p&gt;"Facebook Pages are special profiles used solely for commercial, political, or charitable purposes."&lt;/p&gt;&lt;p&gt;Thus, a Facebook Page is commercial while a Facebook Profile is non-commercial.
