And what about trying another solution like Whisher, where private would share their Wifi acess? If only a small percentage of the population would share its network, you'd get ubiquitous access fore free...

Joint Venture: Silicon Valley Network is a network of people, not a project. It has no authority to grant rights of any sort for the proposed project. They bit off more than they could chew with this one.
