    Auren - Nice summary of a complex situation although you also should note how companies who have PPC revenue shares (like Google) get HUGE short term cash benefits from fraudulent clicking.

    Reminds me of the USA cryptography export rules. Working at a company in the 80's to mid 90's where it would take 2-3 months for the application and approval process to merely send a data sheet of our product outside the country (even to the UK where our largest competitor was based).

    We always figured the cost was 20-25% of our overhead (design impacts, multiple versions of the same product, export control clerks and processes, etc.).

    Obviously the bigggest difference here, is that our problem was eventually minimized by reducing goverment regulation. There is no single obvious solution for the problems causing this resource drain.
