This is a purely anecdotal (i.e., 90% BS) observation on my part, but I think you'd be hard-pressed to find any American CEOs who don't believe in outsourcing at all.

Small company??? Symantec (PRE-Thompson) era was in the top 3 of largest software companies in the country.
